Civil servants do not have the right to participate in or support industrial action. Participation or support constitutes a breach of official duty.
Civil servants may not refuse any additional work that may have been ordered. On the basis of the obligation incumbent upon them to perform overtime in exceptional cases due to compelling official circumstances, they may also be called upon to perform additional services within the scope of their office and may also be entrusted with other tasks at short notice, insofar as this is objectively required and reasonable due to a temporarily occurring urgent official need. In this respect, they may also be obliged to perform so-called substandard work.
