Recruitment at Leuphana as a civil servant can take place as part of an appointment, secondment or transfer.
The process described below applies both to the appointment of Academic Councillors as temporary civil servants and to the appointment of non-academic career civil servants as probationary civil servants. Vacant positions at Leuphana must be advertised before they can be filled. The entire advertisement and selection process is supervised by the colleagues in the Human Resources and Legal Affairs department, Collective Bargaining Employees division. The Professorships/Officials department will be informed of the completion of the application and selection process and of the intended appointment by means of the application for appointment linked under ‘Forms’.
To ensure that your application for appointment can be processed on time, it is necessary for applications to be completed, signed and submitted at least four to six weeks before the desired appointment date. Retroactive appointments are not possible under civil service law.
Once the application has been received, the administrative staff in the Professorships/Civil Servants department will contact the applicants regarding all recruitment formalities under civil service law. They will be informed about which recruitment documents are required for appointment as a temporary or probationary civil servant.
Once all the necessary recruitment documents have been submitted and the final review of the personnel and civil service requirements by the Professorships/Civil Servants department has been completed, the formal appointment under civil service law takes place and the certificate of appointment is issued.
All payment-relevant data and documents are then forwarded as quickly as possible to the Lower Saxony State Office for Pay and Pensions (NLBV) Lüneburg by the clerks in the Professorships/Officials department. The NLBV Lüneburg handles the accounting and payment of salaries on behalf of Leuphana.
The basic salary of civil servants is determined by the grade to which the office awarded to them is assigned. Within the respective grade, an assignment is made to an experience level.
Assignment to an experience level is based on the duration of the periods of experience completed and is carried out by the NLBV Lüneburg on the basis of the periods of experience communicated by the professorships/civil servants department at the time of recruitment.
There is no probationary period for appointments as a temporary civil servant, i.e. in the case of appointments as an academic councillor. The initial appointment of career civil servants, on the other hand, always takes place as a probationary civil servant.
Regulations on the probationary period can be found in Section 19 of the Lower Saxony Civil Service Act. According to this, the probationary period is the time during which the civil servant is expected to prove himself or herself after acquiring or establishing the qualification for the career.
The regular probationary period lasts three years. Periods of professional activity within or outside the civil service may be counted towards the probationary period, provided that the activity is equivalent in nature and importance to the activity in the career. There is a minimum probationary period, the duration of which depends on the respective career group.
The aptitude, ability and professional performance of the civil servant must be assessed repeatedly during the probationary period. If the probationary period is shortened, one assessment is sufficient. At the end of the probationary period, it shall be established that the civil servant has proved his or her worth if there is no doubt as to his or her probation, taking into account the assessments.
