All civil servants at Leuphana University of Lüneburg are generally entitled to 30 days of recreational leave per calendar year (with a 5-day week) according to Articel 8 of the Lower Saxony Recreational Leave Ordinance (Nds. EUrlVO). The leave must be taken by 30 September of the following year. Leave days from the previous year which have not been taken by 30 September at the latest are forfeited.
Application and obligation to notify: Professors and administrators of professorships to whom the regulations on working hours do not apply are exempt from submitting an application for the granting of leave in accordance with Art.2 para.3 sent.4 EUrlVO, but must notify the Human Resources Department (urlaub@leuphana.de) and their responsible dean's office of their leave in good time before it is taken, in order to ensure proper service and study operations.
Leave during the lecture period: When taking recuperation leave, professors and administrators of professorships must take into account the fact that their teaching obligations are tied to certain times (Art.2 para.3 sent.3 EUrlVO). The background to this is that it would not be practicable to fix the holiday periods to the lecture-free periods without exception, because too many members of the academic and artistic staff would be absent at the same time in order to guarantee the performance of official duties (e.g. research, examinations, teaching duties, excursions, training and further education) that arise during the lecture-free periods). Therefore, it is generally possible to take leave during the lecture period if the existing teaching duties are not affected by this and are properly fulfilled.
Holiday entitlement on termination of employment: Please note that you should claim accrued holiday entitlement in good time before the end of the existing employment or service relationship - continuously if possible. This is also to avoid the accumulation of high holiday entitlements at the end of the employment relationship. If they fail to claim their holiday leave, it will be forfeited. There is no provision for compensation.
Part-time work: In principle, a 5-day week applies to all employees of Leuphana. Deviations from this are to be determined at the beginning of the employment relationship and communicated to the Human Resources Department. If you do not work a 5-day week, your holiday entitlement is reduced accordingly to 24 days for a 4-day week, 18 days for a 3-day week, 12 days for a 2-day week or 6 days for a 1-day week.
If there is a change in the number of weekly working days in the course of the calendar year (for example, in connection with an increase or reduction of working hours), the holiday entitlement increases or decreases and is recalculated. As this may also have consequences for holiday entitlements already accrued and any remaining holiday entitlements, we ask you to take the holiday entitlement already accrued still in the previous working time arrangement, if possible. Therefore, please also notify any changes in the distribution of your weekly working hours to more or fewer working days in the week in good time before the intended change via your superiors to the Human Resources Department and notify the Human Resources Department in good time beforehand because of the effects that a change in working days may have.
All civil servants at Leuphana University of Lüneburg are generally entitled to apply for special leave for the following purposes, in accordance with the Lower Saxony Special Leave Ordinance (Nds. SUrlVO):
- leave for education, training and sporting events,
- leave for the purposes of trade unions, political parties, churches, organisations and associations,
- leave for the performance of civic duties,
- leave for activities in inter- or supranational institutions or in development cooperation,
- leave for personal reasons,
- leave for supervision, care or nursing,
- leave for health cures,
- Leave to organise and secure acutely required care.
SPECIAL LEAVE FOR OTHER REASONS WITH LOSS OF REMUNERATION
Special leave for other reasons can be granted in accordance with Art.11 para.1 sent.1 of the SUrlVO with forfeiture of remuneration if there is an important reason and there are no official reasons to the contrary. According to this regulation, special leave can be granted, for example, to carry out an academic activity at home or abroad (e.g. at another university) if the activity does not fall under the official duties to be performed for Leuphana University of Lüneburg. In this case, it must first be decided whether this activity is related to the main office or is performed as a secondary activity.
- If the activities are official duties, the costs incurred due to the travel and the stay can be accounted for as business trips or business trips abroad within the framework of the applicable travel expenses law. All information on applying for a business trip can be found under LINK.
- However, if no official duties are performed at the place of stay and the activity is not a secondary activity, special leave must be applied for with reference to Art.11 para.1 of the Nds. SUrlVO
SPECIAL LEAVE FOR OTHER REASONS WITH CONTINUED PAYMENT OF REMUNERATION
Special leave for other reasons pursuant to Art.11 Para.1, Sent. 1 of the SUrlVO is generally granted without pay. If this leave also serves official interests, the monthly salary may continue to be paid in accordance with Art.11 Para.2 of the Nds. SUrlVO.
Pursuant to Art.14 Para.4 of the Nds. SUrlVO, allowances from other sources, e.g. in the context of a visiting professorship or a scholarship, shall be appropriately taken into account when continuing to grant remuneration. The deduction of the allowance from the remuneration shall be reduced by certain personal expenses incurred on the occasion of the stay abroad. Personal expenses include the costs of travel to and from the place of residence, accommodation and meals abroad, as well as other incidental costs, such as the costs of applying for a visa or renting a vehicle or similar.
As long as the costs of accommodation and meals abroad do not exceed the rates of the accommodation allowance or the daily allowance according to the Ordinance on Travel Expenses Abroad, they do not have to be documented. In this case, the corresponding rates according to the Foreign Travel Expenses Ordinance are automatically taken into account in the settlement of accounts. Other incidental expenses incurred on the occasion of the trip, which are to be included in the settlement, must be documented.
Under certain circumstances, civil servants at Leuphana can apply for time off from work for personal reasons with continued payment of their salary, provided they are not already on leave (e.g. through recreational leave, special leave or incapacity to work due to illness). The following are examples of reasons for time off for personal reasons:
- Childbirth of wife or civil partner within the meaning of the Civil Partnership Act: 1 working day.
- Death of the spouse, death of the civil partner within the meaning of the Civil Partnership Act, death of a child or of a parent (in the case of civil servants also in the case of death of a civil partner who is not married): 2 working days (in principle, application must be made promptly, i.e. up to approx. 1 week after the event. The two days do not have to be taken contiguously).
- Relocation to another place for official or business reasons (not in the case of relocation for private reasons): 1 day within Germany, 2 days if moving to or from abroad.
25-, 40- or 50-year service anniversary if applied for promptly, i.e. up to approx. 1 week after the event: 1 working day. - Serious illness, e.g. of a relative, a child, a carer: In this case, please contact the Human Resources Department (see below for contact persons).

If an activity is carried out at another university or institution at home or abroad, it must first be decided whether this activity is related to the main office or is carried out as a secondary activity. If the activity is an official duty, the costs incurred due to the travel and the stay can be accounted for as official travel or foreign official travel within the framework of the applicable travel expenses law. Sofern am Aufenthaltsort jedoch keine Dienstaufgaben wahrgenommen werden und es sich bei der Tätigkeit nicht um eine Nebentätigkeit handelt, ist Sonderurlaub unter Bezugnahme auf § 11 Para. Section 1 Nds. SUrlVO zu beantragen.
However, if no official duties are performed at the place of stay and the activity is not a secondary activity, special leave must be applied for with reference to §11 Para. sub-section 1 of the Nds. SUrlVO.
The application can be made informally in writing and must be submitted with an original signature via the Dean's Office in the Personnel and Legal Affairs, Professorships/Officials Department. A draft of the application is linked at the bottom of this page.
- Fill out holiday application: Fill out an APPLICATION FOR LEAVE, please be sure to indicate the type of leave you are requesting. Sign the application by hand or digitally (signature with DFN certificate). It is not necessary for other persons to agree to the application, the application only serves as mandatory notification of your planned leave.
- Submit application: Please submit your request to your dean's office and the Human Resources Department at urlaub@leuphana.de in principle at least 14 days before the start of the leave of absence or special leave.
- Wait for examination: The Personnel Service will check your leave notification and inform you of your remaining leave entitlement. Should the Personnel Service determine during the final check that the requested leave days are not available to the extent required, the missing days will be counted as absences that can be compensated by future leave days or overtime. Special leave may only be taken with the prior approval of the Human Resources Department.
If you fall ill during your holiday or if your holiday plans have changed, you can apply for cancellation of holiday days already applied for. In case of illness, a medical certificate from the first day of illness is required. In these cases, please send the Human Resources Department a new NOTICE OF LEAVE in which you revoke the leave days already applied for and approved.
