Verwaltung von Professuren
According to § 26 para. 7 NHG, the Presidential Board can appoint a suitable person to temporarily administer a professorship in a public-law employment relationship of its own kind without conducting an appointment procedure. The recruitment requirements correspond to those for professors in accordance with § 25 NHG.
Due to the current legal regulations in Lower Saxony, the administration of a professorship does not entitle the holder to use the title of professor. Professorships awarded elsewhere may continue to be used during the performance of administrative duties. In cases of doubt, the entitlement to use the title must be clarified with the university awarding the title.
Working hours and teaching duties
The assignment of the administration of a professorship is carried out regularly with a regular weekly working time of 40 hours, but at least half of the regular weekly working time, i.e. 20 hours per week.
Irrespective of the teaching commitment of the person who last held the professorship, a maximum teaching commitment of 12 teaching hours (LVS) can be provided for full-time professorship administrators in accordance with the guidelines for the administration of professorships at Leuphana University of Lüneburg. Administrators of full-time professorships should have at least 9 LVS in the area of teaching.
In the case of an assignment of less than 12 LVS, in addition to the teaching duties, at least one other service task must be assigned that is in the institutional interest of the faculty and/or university. A teaching obligation of less than 12 LVS as well as the other official duties can only be determined with the approval of the Presidential Board.
In the case of an assignment of less than 40 hours per week, the teaching obligation is reduced proportionately.
If another employment or service relationship is to continue formally during the performance of an administrative assignment, a leave of absence must be applied for from the respective other employer or employer for the duration of the performance of the administrative assignment. Once the leave of absence has been approved, a copy of the leave of absence order must be sent to the Professorships/Civil Servants Division. If the leave of absence is requested by a civil servant, care must be taken to ensure that the employer granting the leave of absence issues a decision granting the leave of absence.
In each individual case in which a civil servant from another federal state is to carry out an administrative assignment in Lower Saxony, it is also necessary to have the other employer order the continuation of the civil servant relationship by mutual agreement before the start of the assignment, so that the civil servant relationship does not end unintentionally by law.
Remuneration for the performance of an administrative assignment is based on the W salary scale and is generally based on or analogous to the W2 salary scale (also for the administration of W3 professorships), unless remuneration according to W3 is appropriate in a specific individual case. The remuneration may be increased by an amount equivalent to the family allowances (overview of salary tables). For the duration of the administrative mandate, entitlement to benefits in the event of illness can be guaranteed upon application in accordance with the benefit regulations of the state of Lower Saxony. The document linked under "Forms" can be used as a template for the application for benefits.
If an application is made for the assurance of benefits, the remaining share of costs in the event of illness, birth, nursing care and death should be covered by private health insurance in accordance with the benefit regulations of the state of Lower Saxony.
Alternatively, it is possible to apply for voluntary insurance in the statutory health and long-term care insurance scheme. Under certain conditions, it is possible to receive a contribution subsidy. Award procedure
The Institute must apply to the President's Office via the Dean's Office of the Faculty or directly from the Dean's Office using the application linked under "Forms" via the Professorships/Officials section. All existing recruitment documents must be attached to the application. The approval of the Faculty Council is not required.
The original signed application must be submitted in paper form to the Professorships/Officials department, where it will be checked for accuracy and completeness and forwarded to the Executive Board of the Presidential Board.
The Executive Board decides on the issuing of the administrative order and informs the Professorships/Officials division of the result of the resolution
Issuing the management mandate
After approval by the Presidential Board, the following recruitment documents are requested from the persons to be appointed in preparation for the formal appointment by the Professorships/Officials department
- School and university leaving certificates, doctorate and, if applicable, habilitation certificate (each certified)
- Birth certificate, marriage certificate if applicable and birth certificates of children (each notarized)
- Declaration of financial circumstances and absence of criminal record (form)
- Personnel questionnaire with salary questionnaire (form)
- Declaration on tax treatment (form)
- Declaration of consent for data transfer to the Internet (form)
- Certificate of good conduct or extract from the criminal record as proof of exemption from punishment corresponding to the German "official certificate of good conduct"
- Certificate of membership of the health insurance companyCopy of the social security card, if applicable
After submitting and checking all the necessary recruitment documents, the administrative order will be issued in a formal letter.
Payment of the remuneration
After the appointment of administrators or the change of other circumstances, all payment-relevant data is forwarded to the Lower Saxony State Office for Remuneration and Pensions (NLBV) Lüneburg as quickly as possible by the clerks in the Professorships/Officials department.
After the final calculation of the remuneration, the NLBV Lüneburg prepares the salary statements in paper form. Statements are only sent out in the event of new appointments or changes to remuneration payments. If there is no change in payment compared to the previous month, no statement is printed.
