Preventing and combating corruption

The guidelines for preventing and comabting corruption at the Foundation University of Lüneburg have been in force since 01.10.2004. 



Corruption is the abuse of entrusted power for private benefit or advantage. Political corruption refers to the misuse of a public office for one's own private benefit or for the benefit of third parties. More at Transparency Internationall

The tasks of the anti-corruption contact person

The tasks of the anti-corruption contact person include:

  • Promoting employee awareness through counseling and education;
  • Making suggestions to university management regarding internal investigations, measures against concealment, and informing the public prosecutor's office in the event of a suspicion of corruption justified by facts;
  • Advising on public relations;
  • Maintaining contact with the Lower Saxony Ministry of Science and Culture;
  • Cooperating with law enforcement agencies on general anti-corruption issues.

The completion of these tasks requires trusting cooperation with all employees and members of Leuphana University of Lüneburg.

In their work and in their professional environment, employees should keep in mind that advantageous measures of any kind can lower the reputation of all employees and cause lasting damage to the reputation of Leuphana University of Lüneburg in the public eye.

Acceptance of gifts

You are prohibited from accepting rewards, gifts or other benefits in the course of your employment or service. This also applies if the rewards, gifts or benefits have no or very little material value or are intended to benefit a third person. If you are offered such a benefit and in case of any uncertainty in this regard, please contact Human Resources.

Lower Saxony has established a Central Office for Organized Crime and Corruption (ZOK). The ZOK is part of the General Public Prosecutor's Office in Celle, but has statewide jurisdiction. In order to intensify the prosecution of corruption, a Central Office for Corruption has been set up in the State Criminal Police Office of Lower Saxony with responsibility for statewide coordination and for investigations in difficult cases of supraregional significance.
