Testing of portable electrical equipment according to DGUV V3

in the period from 13.06.2022 to 22.08.2022, the company E + Service + Check GmbH will carry out the testing of portable electrical equipment (see §2 (1) and §5 (1)) in accordance with DGUV V3 in all rooms at the main campus, Volgershall 1, Wilschenbrucher Weg 84 and Scharnhorststr. 3.

Examples of portable electrical equipment according to DGUV V3 are devices that are electrically operated but are easy to transport. This includes computers, laptops, printers, coolers, monitors, coffee machines, hoovers, drills, radios and other electrical equipment for flexible, mobile use.

The DGUV V3 testing will start on 13.06.2022 in building 1 and will be carried out building by building. The building management will inform about the testing date in the respective building on posters in the entrance areas and corridors in or in front of the buildings about one week beforehand. 

E + Service + Check GmbH is required to check all freely accessible equipment. Please ensure that all equipment stored in cupboards or drawers is freely accessible at the time of the inspection. Untested or defective equipment must not be operated (see §3 (2) and §9).

All equipment requiring a DGUV V3 inspection outside the current inspection period will be inspected by the building management and must be reported to technik@leuphana.de before being put into operation for the first time.

DGUV V3 (German statutory accident insurance regulation 3)

§2 (1) Electrical equipment within the meaning of this accident prevention regulation is all objects which, as a whole or in individual parts, serve to apply electrical energy (e.g. objects for generating, transmitting, distributing, storing, measuring, converting and consuming) or to transmit, distribute and process information (e.g. objects for telecommunications and information technology). Protective devices and aids are equated with electrical equipment insofar as they are subject to requirements with regard to electrical safety. Electrical installations are formed by the interconnection of electrical equipment.

§ 3 (2) If a defect has been detected in an electrical installation or electrical equipment, i.e. if it does not comply or no longer complies with the electrotechnical regulations, the employer shall ensure that the defect is remedied without delay and, if there is an urgent danger in the meantime, shall ensure that the electrical installation or electrical equipment is not used in its defective condition.

§ 5 (1) The employer shall ensure that the electrical installations and equipment are checked for their proper condition before they are put into operation for the first time and, after modification or repair, before they are put back into operation by a qualified electrician or under the direction and supervision of a qualified electrician and at specified intervals.
The intervals are to be set in such a way that any defects which may arise and which are to be expected are detected in good time.

§ 9 A regulatory offence within the meaning of section 209(1) no. 1 of the Seventh Book of the Social Code (SGB VII) is committed by any person who intentionally or negligently fails to comply with the provisions of

§ 5 paras. 1 to 3,
§§ 6 and 7.
